He uses the terms carelessly and interchangeably. The debt is not the deficit. The deficit is not the debt.
Obama promised to cut the deficit in half. He did. Actually, he said his ‘proposed budget’ would cut the deficit. I can’t even remember if that budget ever passed the House.
But this is just political trivia – there’s not a conscious Romney voter to whom that fact will make a difference.

I don’t think his budgets received even one vote; Dem or Repub.
And don’t forget, Harry hasn’t passed a budget since Obama has taken office.

No president controls the deficit – especially when it’s driven by low revenues from a recession. Presidents only control tax and spending policy (if congress lets them). As far as spending is concerned, in the last 30+ years, only Clinton’s first term saw lower spending growth.
Also, most people don’t realize that FY2009 spending was set by Bush. That was the year with the biggest deficit.
